After doing some research it appears that Hakow may be a brand or trade name for flour(s) produced by a certain mill/company - like Martha White, Dixie, Gladiola, Bob's Red Mill or King Arthur flour.

Where did you come across the name?

Hargow - is a Dim Sum of shrimp wrapped in
delicate dough made of 'flour' - is that possibly what you
are thinking of?
