WOW and Yech at the same time. Don't quite look like slugs, they do look more like worms but it's a bit hard to tell.
Your submergence in salt water should do the job.
How were you thinking of preparing the cauliflower after?

i told you

i used a small portion in rice and threw away all the rest. also i washed the clean cauliflower once again after..
i will wait to the winter for cauliflowers.. now they are not good....

Soaking cauliflower in salt water is a good way to drive out the biggest or littlest bugs, worms, slugs, and caterpillars. If they don't crawl out the side or top, they'll drown and die.
Once you cut the cauliflower more, you'll see that there aren't any more of them. If you find more, soak the cut cauliflower in salt water.
The big worm or to me it looks like a caterpillar was probably hiding in the interior spaces by the base.

The worms might be fair game, but I think a green grocer who bragged about or put a sign on the wormy ones that they cost more for extra protein, would not be popular with anyone who does keep kosher and I betcha they would tell their friends and family.
