What happened to the red UP and DOWN arrows in the right margin?

What's funny is I never even noticed them until I read this post.

I didn't do anything, but the arrows are back in the right margin, which makes it much easier to get to the Jokes & Games thread.

I never noticed them either. I have a couple icons on my whatever-you-call-it bar - the one with the back and bookmark buttons - and I use them to zip up and down.
