Rainbow color seen on stainless steel pan

Is it time to toss it?

It can't be removed by cleaning with kitchen detergent but it immediately goes away when cooked and spread with oil.

But is it a sign that it is leaching? Some information on the web said yes but some said no, I really don't know who to trust.

I believe it's harmless.

If you have Barkeepers Friend (a scouring powder) available to you, it should take off the rainbow effect.

I see this on my SS pot and pans especially when I cook starchy foods such as rice or pasta.
 
but I did not see it until recently, it appears from time to time, which didn't happen in the past, I haven't cooked anything different... It goes away when heated with oil, but it comes back soon after cooking and the wok cooling down

That sounds a bit different than what happens to my pans. It doesn't happen often. I have only noticed it while the pan is cold, after it has been washed and is dry. I let my pans air dry after washing.
 
Nothing wrong, adds a bit of character to your cookware.
My backpacking cookware, mostly titanium, all have this rainbow hue after being subjected to high heat.
Can be a problem with people with OCD.
