Ingredients
2 cups all purpose flour
1/2 cup sugar
2 1/2 teaspoons baking powder
1/2 teaspoon salt
4 tablespoons orange zest, grated
1 egg, beaten slightly
1/2 cup milk
1/2 cup orange juice
1/3 cup canola oil
1/4 cup flour
1/4 cup sugar
2 tablespoons orange zest, grated
2 tablespoons butter

Method

Preheat the oven to 350°F.
Sift together the flour, sugar, baking powder and salt into a large bowl.
Add the orange zest.
Make a well in the center and pour in the egg, milk, orange juice and oil.
Stir just enough to moisten.
Pour into a 9" square pan.
To make the topping, mix together the ¼ cup flour, ¼ cup sugar, orange zest and butter.
Mix well together and sprinkle evenly over the top.
Bake in a 350°F oven for about 30 minutes.
