When boiling water should someone turn the heat all the way up right away or gradually? I find sometimes the pan starts smoking for a bit when I turn it to High right away.
 
That only happens to me if there is something left on the electric burner or if there is something left on the bottom of the pan.
 
When boiling water, cover the pan, turn the burner to full on and let it run. There shouldn't be any smoking unless, as taxi said, there is some residue on the pan or the burner from an earlier cook.

If I'm making pasta, I often put the pot on low, with the lid on, while I prep the other stuff, like a sauce. Then when I'm just about ready to start cooking the pasta, I turn it up to max. That way it starts boiling very quickly.
 
I just use my heat vision. The water boils in seconds.:LOL:
